WASHINGTON, DC, US — Stella Qian was promoted to the new role of director of global programs administration for the US Grains Council (USGC), effective Jan. 16.

She will oversee the execution, implementation and post evaluation of all Unified Export Strategy activities and projects. This position is responsible for global programs in Asia and the Western Hemisphere, including program planning, implementation and evaluation, program administration, and communications while ensuring operations follow US Department of Agriculture Foreign Agricultural Service regulations.

During her time at the USGC, Qian has been manager of trade teams, manager of global ethanol programs and most recently senior manager of global ethanol market development.

Originally from Hangzhou, China, Qian received a master’s degree in tourism administration, event and meeting management from George Washington University and a master’s of business administration from Georgetown University’s McDonough School of Business.

“Stella’s experience with the ethanol and global programs departments at USGC and her educational background make her a great fit to lead the global programs department in the new structure of the director of global programs administration position,” said Cary Sifferath, vice president for USGC.
