WASHINGTON, DC, US — The National Oilseed Processors Association (NOPA) has named Devin Mogler as its new president and chief executive officer, effective Jan. 27, succeeding Kailee Tkacz Buller, who has served in the roles since December 2023.
Mogler comes to NOPA from Green Plains, Inc., where he most recently was senior vice president of investor relations and also has been responsible for all federal, state and local policy development and advocacy over the past seven years. An Iowa native, he previously worked for Senator Joni Ernst of Iowa, advising her on agriculture and biofuels policy.
“I’m excited to build upon the great foundation that Kailee has worked to establish and make sure that our member’s interests and priorities are heard across legislative and regulatory policy priorities for food, feed and fuel,” Mogler said. “I am committed to continuing NOPA’s forward momentum that Kailee worked so effectively to execute during a dynamic time in the industry as we expand our membership and continue to amplify our collective voice in Washington, DC, and beyond.”
Buller is leaving the association to serve as chief of staff for Brooke Rollins, who has been nominated by President Donald Trump as secretary of the US Department of Agriculture (USDA). During her tenure, Buller tackled issues such as trade and soybean crush carbon intensity, elevated NOPA’s input on government biofuels policies and directed the issuance of NOPA’s feedstock study showing the US oilseed sector can meet demand for fuels into the next decade, the association said. She also brought four new member companies to NOPA.

NOPA represents the US soybean, canola, flaxseed, safflower seed and sunflower seed-crushing industries. NOPA’s 18 member companies operate more than 70 softseed and soybean solvent extraction plants across 21 states, crushing over 97% of all soybeans processed in the United States, equivalent to more than 2 billion bushels annually.
